Latar Belakang
Rencana Pembangunan Jangka Menengah Desa (RPJM-Desa) merupakan penjabaran visi dan misi Desa yang dituangkan dalam bentuk dokumen perencanaan pembangunan Desa. Dokumen RPJM-Desa ini dipandang penting sebagai pedoman Pemerintah Desa bersama masyarakat untuk melakukan upaya-upaya terencana dalam rangka mencapai kemajuan dan kesejahteraan yang lebih baik pada masa lima tahun ke depan.
Dengan lahirnya Undang – Undang Desa, Pasal 117 Peraturan Pemerintah Nomor 43 Tahun 2014 mengamanatkan bahwa RPJM Desa ditetapkan dalam jangka waktu paling lama 3 (tiga) bulan terhitung sejak pelantikan Kepala Desa. Sehingga diperlukan rencana pembangunan jangka menengah lanjutan selama masa transisi, yakni sejak berakhirnya RPJM Desa tahun 2018 hingga tahun berakhirnya masa jabatan masing-masing Kepala Desa.Landasan Pemikiran dalam pengaturan mengenai Desa adalah keanekaragaman, partisipasi, otonomi asli, demokratisasi dan pemberdayaan masyarakat.
Berdasarkan pola pemikiran dimaksud, dimana bahwa berwenang mengurus kepentingan masyarakat setempat berdasarkan asal-usul dan adat istiadat setempat yang diakui dan/atau dibentuk dalam sistem Pemerintahan Nasional dan berada di Kabupaten/Kota, maka sebuah Desa diharuskan mempunyai perencanaan yang matang berdasarkan partisipasi dan transparansi serta demokrasi yang berkembang di Desa, maka Desa diharuskan mempunyai Rencana Pembangunan Jangka Menengah Desa (RPJM Desa) dan Rencana Kerja Pemerintah Desa (RKP Desa).
Peraturan Pemerintah Nomor 43 Tahun 2014 tentang Peraturan Pelaksana Undang-Undang Nomor 6 Tahun 2014 tentang Desa dan Peraturan Menteri Dalam Negeri Nomor 114 Tahun 2014 tentang Pedoman Pembangunan Desa yang mengamanatkan, bahwa setiap Desa wajib untuk menyusun RPJMDes sebagai perencanaan pembangunan untuk jangka enam tahunan. Dengan demikian, penyusunan RPJMDesa ini merupakan pelaksanaan amanat dari peraturan perundang-undangan tersebut.
Selain dari itu, agar setiap komponen Desa dapat berpartisipasi dalam pembangunan Desa, maka dalam penyusunan RPJMDesa dilakukan secara partisipatif. Lebih lanjut diharapkan pelaksanaan pembangunan Desa Sebarra dapat terlaksana dengan lancar dan menyentuh kepentingan semua lapisan masyarakat yang ada. RPJM Desa Sebarra ini merupakan rencana strategis Desa Sebarra untuk mencapai tujuan dan cita-cita Desa. RPJM Desa tersebut nantinya akan menjadi dokumen perencanaan yang akan menyesuaikan perencanaan tingkat Kabupaten.
Semangat ini apabila dapat dilaksanakan dengan baik maka kita akan memiliki sebuah perencanaan yang memberi kesempatan kepada Desa untuk melaksanakan kegiatan perencanaan pembangunan yang lebih sesuai dengan prinsip-prinsip Pemerintahan yang baik (Good Governance) seperti partisipasif, transparan dan akuntabilitas.
Oleh karena itu Pemerintahan Desa Sebarra Kecamatan Parindu Kabupaten Sanggau perlu untuk menyusun suatu rencana jangka menengah Desa (RPJM Desa) yang mengacu pada RPJMD Kabupaten Sanggau dan Renstra Kecamatan Parindu dengan memperhatikan faktor-faktor lingkungan, internal (dalam) maupun eksternal (luar), global, dan skala prioritas.
Dokumen RPJM Desa ini disusun merupakan komitmen dari Pemerintah Desa dan seluruh Perangkat Desa dalam mencapai Visi, Misi , Strategi dan Kegiatan Pemerintah Desa Sebarra Kecamatan Parindu Kabupaten Sanggau melalui pelaksanaan program dan kegiatan yang dilaksanakan.
RPJM Desa Sebarra 2019 – 2025 ini selanjutnya menjadi pedoman bagi Pemerintah Desa Sebarra dalam menyusun perencanaan pembangunan selama 6 (enam) tahun.
Untuk pelaksanaan lebih lanjut, RPJM Desa setiap tahun akan dijabarkan ke dalam Rencana Pembangunan Tahunan berupa dokumen Rencana Kerja Pemerintah Desa (RKP Desa) yang ditetapkan dengan Peraturan Desa dan akan menjadi pedoman bagi penyusunan Rancangan Anggaran Pendapatan dan Belanja Desa (RAPB Desa).
RPJM Desa Sebarra Tahun 2019 – 2025 disusun memuat visi dan misi Kepala Desa, rencana penyelenggaraan Pemerintahan Desa, pelaksanaan pembangunan, pembinaan kemasyarakatan, pemberdayaan masyarakat, dan arah kebijakan pembangunan Desa dari Kepala Desa.
RPJM Desa Sebarra Tahun 2019 – 2025, disusun berdasarkan Visi dan Misi Kepala Desa, sekaligus berfungsi sebagai dokumen perencanaan yang mengakomodasi berbagai aspirasi masyarakat yang ada dalam lingkup wilayah Desa Sebarra.
Serta menjawab tiga pertanyaan dasar yaitu kemana Desa Sebarra akan diarahkan pengembangannya dan apa yang hendak dicapai dalam empat tahun mendatang, bagaimana cara mencapainya, dan apa saja sasaran-sasaran pembangunan sesuai dengan tujuan yang akan dicapai.
Sejalan dengan semangat Undang-Undang Desa, RPJM Desa Sebarra ini disusun dengan prinsip – prinsip sebagai berikut :
- Belajar dari pengalaman dan menghargai perbedaan, yaitu bagaimana perencanaan Desa dikembangkan dengan memetik pembelajaran terutama dari keberhasilan yang diraih serta dapat mengelola perbedaan menjadi kekuatan yang saling mengisi.
- Berorientasi pada tujuan praktis dan strategis,yaitu rencana yang disusun harus dapat memberikan keuntungan dan manfaat langsung secara nyata bagi masyarakat, terutama warga pra sejahtera Desa Sebarra
- Keberlanjutan, yaitu proses perencanaan harus mampu mendorong keberdayaan masyarakat dan mendorong keberlanjutan ketersediaan sumber daya lainnya.
- Penggalian informasi Desa dengan sumber utama dari masyarakat Desa, yaitu bagaimana rencana pembangunan disusun mengacu pada hasil pemetaan apresiatif Desa.
- Partisipatif dan demokratis, yaitu pelibatan masyarakat dari berbagai unsur di Desa termasuk perempuan, kaum miskin, kaum muda, dan kelompok marjinal lainnya. Harus dipastikan agar mereka juga ikut serta dalam pengambilan keputusan. Pengambilan keputusan tidak semata karena suara terbanyak namun juga dengan analisis yang baik.
- Pemberdayaan dan kaderisasi, yaitu proses perencanaan harus menjamin upaya-upaya menguatkan dan memberdayakan masyarakat terutama perempuan, kaum miskin, kaum muda, dan kelompok marjinal lainnya.
- Berbasis pada aset dan kekuatan, yaitu landasan utama penyusunan rencana pembangunan Desa adalah kekuatan dan aset yang dimiliki di Desa. Dukungan pihak luar hanyalah stimulan untuk mendukung percepatannya.
- Keswadayaan, yaitu proses perencanaan harus mampu membangkitkan, menggerakkan, dan mengembangkan keswadayaan masyarakat.
- Keterbukaan dan pertanggungjawaban, yaitu proses perencanaan terbuka untuk diikuti oleh berbagai unsur masyarakat Desa dan hasilnya dapat diketahui oleh masyarakat. Hal ini mendorong terbangunnya kepercayaan di semua tingkatan sehingga bisa dipertanggungjawabkan bersama.
- Menjadi subyek pembangunan, yaitu menjadi subyek yang mengatur dan mengurus pembangunan sesuai dengan kewenangan asal usul dan kewenangan lokal skala Desa.
Perencanaan Desa pada dasarnya merupakan irisan antara pemerintahan dan pembangunan Desa. Pemerintahan mencakup kewenangan, kelembagaan, perencanaan, danpenganggaran/keuangan. Perencanaan Desa ini disusun berangkat dari kewenangan Desa. Perencanaan Desa ini bukan sekadar membuat usulan yang disampaikan kepada pemerintah Daerah, akan tetapi lebih kepada keputusan politik yang diambil secara kolektif oleh pemerintah Desa dan masyarakat Desa dengan mempertimbangkan prinsip-prinsip tersebut di atas.

Landasan hukum dalam penyusunan Rencana Pembangunan Jangka Menengah (RPJM) Desa Simulasi Tahun 2019-2025 adalah :

Maksud dan Tujuan RPJM Desa Sebarra
Maksud penyusunan dokumen RPJM Desa ini antara lain untuk :
- Mewujudkan perencanaan Desa yang partisipatif yang ditopang oleh tata kelola yang demokratis antara pemerintah Desa, badan permusyawaratan Desa (BPD) dan masyarakat Desa demi terwujudnya kemandirian Desa;
- Menjabarkan visi, misi dan program Kepala Desa menjadi dokumen RPJM Desa yang digunakan sebagai arah, dasar, acuan, dan pedoman bagi penyelenggaraan pembangunan Desa, yang akan dilaksanakan oleh segenap pemangku kepentingan, baik dari unsur pemerintah Desa maupun non pemerintah Desa selama kurun waktu empat tahun dan untuk menjamin agar kegiatan pembangunan desa dilaksanakan secara bertahap dan berkesinambungan berjalan efektif, efisien, dan bersasaran.
Sedangkan tujuan penyusunan RPJM Desa ini adalah :
- Mendukung hubungan antar pelaku pembangunan/pemangku kepentingan.
- Menjamin adanya integrasi, sinkronisasi, dan sinergi dalam program dan kegiatan.
- Menjamin keterkaitan dan konsistensi, antara perencanaan, penganggaran, pelaksanaan, dan pengawasan.
- Mengoptimalkan partisipasi dan keswadayaan masyarakat.
- Menjamin tercapainya penggunaan sumber daya dan aset Desa secara efisien, efektif, berkeadilan, dan berkelanjutan.
Tahapan Penyusunan RPJMDesa
Penyusunan RPJMDesa berpedoman pada Peraturan Dalam Negeri No. 114 Tahun 2014 tentang Pedoman Pembangunan Desa. Tahapan yang dilakukan dalam 7 (tujuh) tahap utama yaitu :
- Pembentukan tim penyusun RPJMDesa,
- Penyelarasan arah kebijakan perencanaan pembangunan kabupaten,
- Pengkajian keadaan Desa,
- Musyawarah Desa penyusunan RPJMDesa,
- Penyusunan rancangan RPJMDesa,
- Musyawarah perencanaan pembangunan Desa, dan
- Penetapan RPJMDesa melalui peraturan Desa.
Tahapan Penyusunan RPJM Desa
Pembentukan Tim Penyusun RPJMDesa
Tim Penyusun RPJMDesa Simulasi ditetapkan melalui Surat Keputusan Kepala Desa Simulasi Nomor : 3 Tahun 2019 tentang Tim Penyusun RPJMDesa Simulasi Tahun 2019-2025 tanggal 12 April 2019
Tim penyusun berjumlah 7 (Tujuh) orang yang terdiri dari Kepala Desa sebagai pembina, Sekretaris Desa sebagai Ketua Tim, Ketua LPM sebagai Sekretaris Tim dan anggota yang berasal dari perangkat desa, LPM, KPMD dan tokoh masyarakat.
Penyelarasan Arah Kebijakan Perencanaan Pembangunan Kabupaten
Penyelarasan Arah Kebijakan Kabupaten/Kota bertujuan untuk mengidentifikasi program-program pembangunan dari kabupaten/kota yang akan masuk ke Desa serta penyesuaian visi dan misi kepala Desa dengan visi dan misi pembangunan kabupaten.
Pengkajian Keadaan Desa
Pengkajian Keadaan Desa adalah proses penggalian dan pengumpulan data mengenai keadaan obyektif masyarakat, masalah, potensi, dan berbagai informasi terkait yang menggambarkan secara jelas dan lengkap kondisi serta dinamika masyarakat Desa. Pengkajian Keadaan Desa dilakukan secara partisipatif.
Pengkajian keadaan desa harus dilakukan secara menyeluruh atas semua potensi desa. Kegiatan dalam melakukan Pengkajian keadaan Desa meliputi:
- Penyelarasan Data Desa;
- Penggalian gagasan masyarakat;
